Some fans are of the opinion that San Francisco would serve as the base for Fallout 5 and it will also end up reintroducing the Institute faction.
For a decade now, one has not seen a mainline entry being introduced in the Fallout franchise. Despite that, it has seen tremendous success coming its way. Crossovers have happened, an original Amazon Prime Video series has been released and a Fallout 76 Expansion, too, has been rolled out. All this has played an important role in propelling the popularity of the franchise forward and keeping it relevant for fans.

Despite being happy with all the content they have been served over the years, fans continue to wait for the next game in the series. Based on the clues they came across in the earlier game, fans feel that there is a good possibility of Fallout 5 being set in San Francisco. If this indeed happens, one could look forward to the return of a Fallout 4 faction.
San Francisco, in a lot of ways, would make for an excellent setting for Fallout 5. Some of the locations one has come across in the earlier games in the franchise, like the California Republic from Fallout: New Vegas, would be expected to feature in the new game as well. Silicon Valley should also serve as a good base for the Institute, which happens to be one of the major factions in Fallout 4.
The Institute, for those who are not aware, happens to be a secretive organization comprising scientists who live in the ruins of the Commonwealth Institute of Technology. The objective of this particular group was to ensure preservation of the ideals of pre-war society and boost the scientific research of their predecessors. This goal led the scientists to put together multiple pieces of advanced technology including teleportation devices and signature synthetic humans.

The goal of the institute to rebuild the society, however, also led to a clash between the faction and the outside world. In an attempt to exert its will over Boston, the Institute eliminated those who could be a threat to them or their goals. There is a good chance of the group being seen again in San Francisco.
