We spotted the phone in a Geekbench listing. The specs from Geekbench show that the device is powered by Snapdragon 835 (MSM8998) SoC and has 4GB RAM. This is similar to the LG G7 One phone. However, LG G7 One shipped with Android Oreo whereas this phone is the first LG phone to ship with Android Pie.
Here are more details of the phone from the Geekbench certification and from other sources.

Android One with the Latest Pie Version
Google has developed the Android One version of its operating system to help the smartphone makers offer more economical alternatives to their customers. This new LG X5 phone being launched in Japan runs on the latest Android Pie version 9, but the OS will be the watered-down Android One offering almost all the features of the OS but not occupying too much space or consuming more power.
The LG X5 goes on sale in Japan from December 13 while pre-orders are accepted since December 7.
